Cape Verde & East Timor Sign Judicial Modernization Pact

In a move to modernize their legal frameworks and tackle 21st-century crime, the Attorney General’s Offices of Cape Verde and East Timor have signed a landmark memorandum of understanding in Praia. The agreement, signed on June 22, 2026, marks an expansion of the judicial partnership between the two Portuguese-speaking nations.

Adapting to Modern Challenges

The new legal instrument was formalized during an official visit by East Timor’s Attorney General, Nelson de Carvalho, to the Cape Verdean capital. Received by his counterpart, Luís Landim, the two leaders emphasized that the memorandum is designed to “consolidate and strengthen” institutional ties while adapting to the “current legal and judicial challenges” facing both archipelago nations.

This protocol builds upon an earlier 2015 agreement that has successfully facilitated knowledge sharing between the two jurisdictions for over a decade. Landim specifically praised the impact of previous collaborations, noting the significant role Cape Verdean magistrates have played in supporting the growth and stability of East Timor’s justice system.

A Comprehensive Strategy for Justice

The updated roadmap for cooperation covers a broad range of priorities aimed at improving efficiency and protecting citizens. Key areas of focus include:

  • International Judicial Cooperation: Streamlining mutual legal assistance in both criminal and civil matters.
  • Human Rights: Strengthening the protection of children and adolescents.
  • Administrative Oversight: Defending collective interests and overseeing public finance jurisdiction.
  • Digital Transformation: Developing and implementing information and communication technologies specifically for criminal investigations.

Beyond technical support, the agreement places a heavy emphasis on human capital. It outlines a commitment to the continuous professional development of magistrates, court officials, and technical staff through specialized training programs.

A Lasting Partnership

To ensure the agreement produces tangible results rather than just bureaucratic goodwill, the memorandum establishes a framework for regular high-level meetings. The top officials from both institutions will meet periodically to monitor progress, evaluate the execution of joint initiatives, and pivot to new cooperative strategies as regional and global security needs evolve.
