Portugal Pledges €100M Credit Line at Cape Verde Forum
PRAIA, Cape Verde — Portuguese President António José Seguro arrived in the city of Praia today to open the high-stakes Cape Verde-Portugal Economic Forum, a summit designed to forge new commercial ties and solidify Portugal’s role as the archipelago’s leading economic partner.
A Massive Boost for Business
During the opening session at the central bank headquarters, President Seguro announced that the Portuguese government is finalizing a €100 million credit line specifically earmarked to support companies looking to invest in Cape Verde. This financial injection comes at a pivotal time, as the island nation undergoes a massive transformation backed by international funding.
Cape Verde is currently leveraging a €378 million financial package from the European Union focused on the “blue economy,” digital modernization, and the energy transition. Several major infrastructure projects are already in the tendering phase, with Portuguese firms competing for contracts to modernize ports, upgrade telecommunications, and construct a crucial hydroelectric plant on Santiago Island intended to store renewable energy.
Portugal Secures Top Spot as Economic Partner
The forum highlights a deepening interdependence between the two nations. New data reveals that Portugal solidified its position as Cape Verde’s primary source of imports in the first quarter of 2026, contributing €114.2 million—nearly half of all goods entering the country.
Beyond trade, Portugal remains the dominant force in foreign direct investment (FDI). In the first quarter of this year, Portuguese investment totaled €11.8 million, accounting for roughly 34% of all foreign capital entering the archipelago. While the tourism and real estate sectors continue to attract 90% of all foreign investment, the forum aims to diversify these interests into technology and sustainable energy.
A Strategic Diplomatic Agenda
The economic forum is just one piece of a packed diplomatic schedule for President Seguro. His visit includes a formal session at the National Assembly and a high-level meeting at the Government Palace with Francisco Carvalho, the newly inaugurated Prime Minister of Cape Verde.
Security and history are also on the agenda. The President will host a luncheon focused on maritime security aboard the Portuguese Navy ship Bartolomeu Dias, currently docked in Praia. Following the diplomatic meetings, Seguro will receive the keys to the city at Praia City Hall before visiting the Resistance Museum in Tarrafal and the historic Cidade Velha—the birthplace of the Cape Verdean nation.
Organized by the Cape Verdean Investment and Export Agency (CVTI) in partnership with Portugal’s AICEP, the forum signals a robust new chapter in the Luso-Cape Verdean alliance.
