Macao Launches China-Lusophone Insurance Training Platform

Macao has officially launched a new online training platform for the Association of Portuguese-Speaking Insurance Supervisors (ASEL), solidifying its position as a vital financial link between China and the Lusophone world.

The digital initiative, announced by the Monetary Authority of Macao (AMCM), allows regulatory members from across the globe to participate in remote training sessions. By facilitating the exchange of specialized knowledge and regulatory practices, the platform aims to standardize and strengthen insurance markets across several continents.

Deepening Financial Diplomacy

The AMCM characterized the launch as a “concrete measure to implement and deepen cooperation in financial supervision.” Beyond technical training, the authority intends to use the platform to maintain constant communication with supervisory entities in Lusophone countries and scout for new opportunities in the broader financial sector.

The move follows a strategic cooperation protocol signed in April between the AMCM and Portugal’s Insurance and Pension Funds Supervisory Authority (ASF). The agreement focuses specifically on the technical training of ASEL staff, whose members represent the authorities of Angola, Brazil, Cape Verde, Mozambique, São Tomé and Príncipe, Timor-Leste, and Macao.

Training for the Modern Era

Recent collaborative efforts have already seen success. A recent training session hosted 18 supervisors from across the Lusophone world to master the international IFRS 17 accounting standard. Experts from the International Actuarial Association led the sessions, which provided regulators with the high-level technical skills required for modern market oversight.

To provide a broader perspective on the region’s economic growth, program participants also toured the Guangdong-Macao In-Depth Cooperation Zone in Hengqin and visited leading fintech firms in Shenzhen and Zhuhai.

Macao’s Strategic Role

As a founding member of ASEL, Macao has long leveraged its unique historical and linguistic ties to serve as a gateway. Previous partnerships with Portugal have focused on cutting-edge topics like “InsurTech” and technological supervision.

According to the AMCM, these initiatives do more than just upgrade regulatory standards; they provide Portuguese-speaking nations with a deeper understanding of mainland China’s economic trajectory while reinforcing Macao’s role as the essential bridge for cooperation between Beijing and the Lusophone world.
