EU’s Kaja Kallas Names 33 New Ambassadors in Major Shake-up

Kaja Kallas, the European Union’s High Representative for Foreign Affairs and Security Policy, announced a major diplomatic shake-up on Tuesday, naming 33 new ambassadors to lead the bloc’s delegations worldwide. The appointments include key Portuguese diplomats slated to take over critical missions in Brazil and Albania.

Portuguese Diplomats Take Key Posts

Among the high-profile appointments is Francisco André, who has been tapped to lead the EU mission in Brazil. André previously served as the Secretary of State for Foreign Affairs and Cooperation under former Portuguese Prime Minister António Costa. He transitions to the role in Brasília from his current post as the EU’s ambassador to Mexico.

In Albania, the EU will be represented by Sofia Moreira de Sousa. Currently serving as the head of the European Commission’s representation in Portugal, Moreira de Sousa brings significant experience to Tirana, having previously served as the EU ambassador to Cape Verde.

The diplomatic reshuffle also extends to Africa, where Francisco Fontan Pardo has been appointed ambassador to Mozambique. Fontan Pardo currently serves as a principal advisor within the EU’s European External Action Service (EEAS).

Defending EU Interests Abroad

The 33 new heads of mission and seven deputy heads form part of a global network of 145 delegations that Kallas described as the “front line” of European diplomacy.

“The 145 EU delegations represent the face of the Union across the world,” the EEAS stated. “These delegations inform, execute, and promote the EU’s priorities, as well as its foreign and security policy.”

New Leadership at Headquarters

In addition to the global ambassadorial roles, Kallas announced two senior appointments at the EEAS headquarters in Brussels to streamline regional operations. Dominic Porter has been named Deputy Managing Director for Asia and the Pacific, while Francesca Di Mauro will assume the role of Deputy Managing Director for Africa.

These appointments come at a critical time as the EU seeks to strengthen its geopolitical influence and solidify partnerships across South America, Africa, and the Western Balkans.
