EU Pledges €60M for Cape Verde Maritime Defense

The Council of the European Union has greenlit a significant €60 million financial package to bolster the defense capabilities of Cape Verde. The funding, approved on Monday under the European Peace Facility (EPF), marks a major step in the ongoing security partnership between the EU and the Atlantic archipelago.

Securing the Seas

This latest assistance measure is specifically designed to enhance Cape Verde’s sovereignty over its vast territorial waters. According to an official statement from the EU Council, the funds will focus on improving regional maritime security, a critical issue for the island nation situated along major international shipping routes.

The support will be tailored to the specific needs of the Cape Verdean Armed Forces, with a primary focus on the Coast Guard. Key areas for investment include:

  • Maintenance and logistics systems
  • Education and professional military training
  • Maritime operations and communications infrastructure
  • Intelligence, surveillance, and reconnaissance (ISR) capabilities

A Growing Partnership

This decision falls under the “Special Partnership” framework established between the EU and Cape Verde, reinforcing the stability and security pillar of their bilateral relationship. It follows an initial support phase, bringing the total EU investment in Cape Verde’s military through the European Peace Facility to €75 million.

The European Peace Facility was established in March 2021 as an off-budget instrument. Its primary goal is to enhance the EU’s ability to prevent conflict, build peace, and strengthen international security. The mechanism allows Brussels to provide military and defense assistance to partner countries and regional organizations worldwide.

Strategic Importance

By strengthening Cape Verde’s ability to monitor its waters, the EU aims to curb illegal activities such as drug trafficking, piracy, and illegal fishing in the Mid-Atlantic. This investment reflects the EU’s broader strategy to stabilize key maritime corridors and support democratic partners in West Africa.
