Cape Verde PM Francisco Carvalho Indicted on 26 Counts
Cape Verde’s political landscape has been rocked by a sweeping indictment targeting Prime Minister Francisco Carvalho. The Public Prosecutor’s Office (MP) has officially accused the nation’s leader of 26 separate crimes allegedly committed during his tenure as the Mayor of Praia, according to court documents obtained by Lusa on Monday.
A Wide Array of Corruption Charges
The charges span a broad spectrum of administrative and financial misconduct. According to the prosecution, the allegations stem from Carvalho’s time leading the capital city between 2020 and 2024. The indictment includes five counts of forgery of public documents and five counts of abuse of power.
Financial mismanagement is at the heart of the case, with Carvalho facing three counts of embezzlement, three counts of receiving an undue advantage, and three counts of violating budget execution rules. Prosecutors have also leveled three counts of crimes against the Rule of Law, signaling a significant challenge to the integrity of his previous administration.
Serious Allegations of Fraud and Corruption
In addition to the administrative charges, the Prime Minister faces several high-level criminal accusations, including:
- Passive corruption
- Qualified fraud
- Violation of urban planning rules
- Defrauding public property interests
