Angola and Cape Verde Partner on Military Aeronautics
Angola and Cape Verde are set to strengthen their long-standing defense ties, with a new strategic focus on military aeronautics to help the island nation secure its vast maritime territory. The announcement followed a high-level meeting in Luanda between Cape Verde’s Minister of National Defense, Manuel da Rosa, and his Angolan counterpart, Lúcio do Amaral.
A New Phase of Defense Cooperation
Minister da Rosa, in Luanda for the 21st African Union Summit, emphasized the need to revitalize the historical solidarity between the two Lusophone nations. “There is a need, at this moment, to move to a new phase of our relationship,” da Rosa told reporters, citing a foundation of deep trust and mutual support.
Central to this new phase is the diversification of military training. While cooperation has historically been strong in medical training—with approximately 50 Cape Verdean army officers already trained in medicine in Angola—the focus is now shifting toward the skies.
Securing the Seas from the Skies
For Cape Verde, an archipelago nation, military aeronautics is a matter of national security. The minister highlighted the urgent need for aerial surveillance to monitor more than 700,000 square kilometers of maritime surface.
“I believe Angola will have every opportunity to participate in the training of our officers, pilots, maintenance, and other areas,” da Rosa underlined, noting that the Angolan government has expressed “total openness” to providing this technical expertise.
Beyond the Military: Community and Identity
The diplomatic mission also addressed social issues affecting the Cape Verdean diaspora in Angola. Minister da Rosa, who served as Cape Verde’s ambassador to Angola in the late 1990s, acknowledged that many residents still face persistent hurdles regarding identification documentation.
“The problems remain the same: the issue of identification, which ensures that immigrants truly feel Cape Verdean through the document provided to them,” he explained. This issue is expected to be a key topic of discussion when Cape Verdean President José Maria Neves arrives in Luanda on Friday to meet with the local community.
The meeting concluded with an official invitation for Minister Lúcio do Amaral to visit Cape Verde, signaling a continued commitment to regional stability and bilateral growth.
