Macau and Angola to Sign Mutual Visa Waiver Agreement

Macau and Angola are set to formalize a mutual visa waiver agreement, a strategic move aimed at streamlining travel and bolstering trade between the Chinese Special Administrative Region (SAR) and the African nation. The announcement comes following an executive order signed by Macau’s Chief Executive, Sam Hou Fai, granting the Secretary for Administration and Justice full powers to finalize the deal with Luanda.

Boosting Business Ties Amid Diplomatic Changes

The Angola Chamber of Commerce in Macau (CCAMO) has hailed the decision as a vital step for the business community. According to Pedro Lobo, president of the general assembly of CCAMO, the waiver will provide much-needed stability for entrepreneurs who have historically faced significant travel hurdles.

“Relations between Macau and Angola have been strengthening for a long time,” Lobo said. He noted that the exemption will eliminate the “instability and uncertainty” that previously plagued business trips. In the past, some Angolan entrepreneurs were forced to abandon their journeys because they lacked the necessary transit visas for neighboring hubs like Hong Kong.

The agreement is particularly timely following the Angolan Ministry of Foreign Affairs’ decision in May to close its consulate in Macau due to budgetary constraints and staffing overflows. The new visa-free regime ensures that diplomatic restructuring does not stall economic momentum.

Connecting the Lusophone World

With this agreement, Angola joins Portugal, Brazil, and Cape Verde as the fourth Portuguese-speaking country to enjoy visa-free access to Macau. Since 2003, China has positioned Macau as a central platform for economic and trade cooperation with the Lusophone world, primarily through the Macao Forum.

However, Lobo cautioned that the full economic potential of the waiver might only be realized if air connectivity improves. “The visa exemption will have a significant impact if direct passenger flights are established between Angola and Macau, or at least to the neighboring regions of Hong Kong and Guangzhou,” he argued.

Health Concerns Cast a Shadow

Despite the diplomatic progress, current health protocols remain a hurdle for cultural exchange. Angolan artists were notably absent from this year’s Cultural Week of China and Portuguese-speaking Countries, which runs until July 10. The decision followed a 21-day surveillance mandate imposed by Macau health authorities on travelers from 10 African countries, including Angola, due to concerns regarding an Ebola outbreak in the neighboring Democratic Republic of Congo.

A History of Cooperation

The visa waiver is the latest in a series of collaborative efforts between the two regions. In May 2025, Macau and Angola signed a comprehensive agreement to exchange information aimed at preventing money laundering, the financing of terrorism, and the proliferation of weapons of mass destruction, signaling a deepening of institutional trust.
