Portugal: Strategic Bridge Between Ibero-America and Africa

MADRID — Prime Minister Luís Montenegro positioned Portugal as a vital strategic link between the Ibero-American community and Africa on Monday, urging leaders to leverage Portugal’s unique geography and history to drive global investment.

Speaking at the 16th Ibero-American Business Meeting held at Madrid’s historic Las Ventas bullring, Montenegro offered his nation as a gateway for cross-continental trade, spanning sectors from traditional agriculture to high-end industrial technology.

“We are absolutely available to serve this community as a connecting element between the American continent, Europe, the Iberian Peninsula, and Africa,” Montenegro said during a high-profile panel featuring Spanish Prime Minister Pedro Sánchez and several Latin American heads of state.

A Digital and Economic Bridge

The Prime Minister emphasized that the physical and digital infrastructure already exists to unite these regions. He highlighted the network of submarine cables passing through Portuguese territory that provides immediate connectivity between the three continents.

“We have 700 million consumers within our perimeter,” Montenegro noted, pointing to the immense economic potential of the partnership. He suggested that Portugal and Spain could serve as conduits for Ibero-American investment into Africa, and vice versa, creating a new axis of cooperation in services and manufacturing.

Strengthening Ties with Africa

Montenegro detailed Portugal’s proactive approach to African development, citing credit lines for public works in Angola and Mozambique, as well as innovative financing models in Cape Verde and São Tomé and Príncipe. A centerpiece of this strategy is Portugal’s decision to convert the debt of several African nations into investments for climate and environmental sustainability.

Language remains the bedrock of these ties. “Portuguese is the most widely spoken language in the Southern Hemisphere,” Montenegro reminded the forum, noting the strong cultural and linguistic synergy between the 900 million Portuguese and Spanish speakers worldwide.

New Funding for “Triangular Cooperation”

The push for closer ties is backed by financial commitments. Portugal announced a €1 million allocation for the 2026-2028 period to the Portugal-Latin America-Africa Triangular Cooperation Fund. This fund, the first of its kind within the Ibero-American community, is designed to facilitate joint projects involving all three regions.

The push comes as the Ibero-American Summit looks to formalize these connections. Angola is currently a candidate for observer status at the summit, a move that would further solidify the bridge between the Lusophone world and the broader Latin American community.

The event, held alongside the 30th Ibero-American Summit, concluded with an address by King Felipe VI of Spain. The summit includes 22 nations: the three European countries of the Iberian Peninsula and Andorra, alongside 19 Latin American nations.
