Mozambique & Cape Verde Partner on Public Finance Oversight

A high-level delegation from the Inspectorate General of the State of Mozambique has touched down in Cape Verde for a 10-day technical mission aimed at bolstering financial oversight and transparency between the two Lusophone nations.

A Partnership for Public Accountability

Running through August 27, the mission follows an official request from Mozambique to study Cape Verde’s Inspectorate General of Finance (IGF). The primary focus is to examine the advanced information systems Cape Verde utilizes to support financial auditing and the inspection of public institutions, as well as the archipelago’s coordination strategies across various state bodies.

During the opening session, Cape Verde’s Secretary of State for Finance, Maria José Pereira Lopes, underscored the shared duty both countries have in safeguarding the public purse.

“Every escudo or metical is the people’s money and, as such, represents a responsibility to every citizen,” Lopes stated. she emphasized that the management of state resources must transcend mere accounting to provide better services, expanded opportunities, and sustainable national development.

Modernizing Oversight Mechanisms

The delegation will engage in deep-dive exchanges regarding monitoring and control mechanisms for public finance. A key highlight of the visit will be the technical demonstration of digital auditing platforms, which Cape Verde has leveraged to improve the detection of irregularities and enhance public management efficiency.

Secretary Lopes further noted that modern inspection must be rooted in “legality, rigor, transparency, and responsibility” to effectively mitigate risks and prevent the misuse of funds.

Strengthening Lusophone Ties

This initiative is part of a broader collaborative framework under the Strategic Internal Control Bodies of the Community of Portuguese Language Countries (OECI-CPLP). The organization promotes technical cooperation and the sharing of best practices among internal control institutions across the Portuguese-speaking world.

By the end of the mission on August 27, both institutions expect to have established a stronger roadmap for bilateral cooperation, ensuring that public resources in both Mozambique and Cape Verde are managed with greater precision and integrity.
