Cape Verde Extends Electricity Subsidies Amid Global Volatility

The Cape Verdean government announced on Monday that it will extend electricity subsidies through July, shielding households from the volatile price swings currently rocking the international energy market.

Protecting Consumers from Market Volatility

During a briefing following Tuesday’s Council of Ministers meeting, Carlos Varela, the Minister of Environment, Climate Action, and Energy, emphasized that the decision was made to prevent the “weight” of global price spikes from falling on local families.

“Variations remain quite high. If we chose to regulate the market price as the law determines, families would feel the impact on their monthly bills,” Varela stated. “The government will continue to subsidize this variation—a cost we have already assumed—to ensure it is not transferred to consumers during July.”

To maintain tariff stability, the government will provide approximately 130 million escudos (€1.18 million) in subsidies to the country’s main utility providers, Electra and Água e Energia da Boa Vista (AEB). These exceptional measures were originally adopted in March following geopolitical instability in the Middle East. While price regulations at gas stations expired on Tuesday, the government has prioritized the electricity sector for continued support.

A fresh assessment is scheduled for the end of July to determine if the support mechanism will be extended further based on global market trends.

A Vision for “National Transformation”

The Council of Ministers also approved the structure and governing program for the new PAICV (African Party for the Independence of Cape Verde) executive. The plan will be formally presented to Parliament this Friday, accompanied by a motion of confidence.

Clóvis Silva, Minister of Justice and Presidency of the Council of Ministers, framed the new program as a bold departure from the status quo. “This is not a document of continuity, but a project of national transformation,” Silva declared. “The goal is not just to manage the present, but to build a more prosperous, fairer, and more inclusive Cape Verde.”

The executive’s agenda includes sweeping structural reforms across key sectors, including the economy, healthcare, education, and housing. Silva highlighted the administration’s commitment to creating a more efficient state infrastructure and fostering a diversified, innovative economy that allows every citizen to reach their full potential.
