Angola Leads Lusophone Supreme Courts Forum Presidency

Angola has officially assumed the presidency of the Forum of Supreme Courts of Justice of Portuguese-Speaking Countries and Territories (CJPLP). The transition took place during the organization’s XIV conference held in Maputo, Mozambique, where judicial leaders gathered to address critical issues facing the Lusophone legal landscape.

A Commitment to Judicial Cooperation

Joel Leonardo, President of the Angolan Supreme Court, formally accepted the leadership role, describing the appointment as both a high honor and a significant responsibility. He emphasized that Angola’s presidency will focus on deepening judicial cooperation across member nations and finding collective solutions to shared legal hurdles.

“This mission represents an increased commitment to strengthening our bonds within the Lusophone space,” Leonardo stated during the closing ceremony. Angola is also set to host the organization’s next major conference.

Protecting the Vulnerable: Focus on Children’s Rights

The two-day forum, titled “Full Promotion and Protection of Children’s Rights: A Commitment of the Judicial System,” brought together representatives from Angola, Brazil, Cape Verde, Equatorial Guinea, Macau, Mozambique, Portugal, and São Tomé and Príncipe. The discussions focused on how judicial systems can better protect minors amid the socio-economic pressures currently straining many Portuguese-speaking nations.

Rising Concerns in Mozambique

The urgency of the theme was underscored by Adelino Muchanga, President of the Supreme Court of Mozambique. On the sidelines of the event, Muchanga revealed a troubling surge in juvenile delinquency within the host country.

According to Muchanga, Mozambican courts handled approximately 300 cases involving minors in conflict with the law in the first half of 2026 alone. This figure already accounts for 58% of the 520 cases recorded during the entirety of 2025. Muchanga warned that Mozambique is on track to surpass last year’s totals and called for the urgent development of specialized facilities dedicated to the recovery and social reintegration of minors.

About the Forum

The Forum of Supreme Courts was established to foster institutional dialogue and the exchange of legal expertise among Portuguese-speaking territories. By aligning their judicial frameworks and sharing best practices, member states aim to modernize their justice systems and address regional challenges with a unified voice.
