Angola Hosts Lusophone Summit on AI and Digital Auditing

Luanda will become the center of Lusophone financial oversight this week as Angola hosts the IX Seminar of the Organization of Superior Audit Institutions of the Community of Portuguese Language Countries (OISC-CPLP). Running from Tuesday to Thursday, the summit gathers the heads of state audit courts to tackle the mounting challenges posed by the digital era, artificial intelligence, and the demand for greater fiscal transparency.

Auditing the “State of the Future”

Under the theme “The Role of SAIs in Digital Transformation, Sustainability, and Transparency,” the event focuses on how traditional institutions must evolve to keep pace with modern governance. According to the Court of Auditors of Angola, the gathering serves as a critical reflection on how to audit states that are themselves undergoing profound structural shifts.

The organization highlighted that the digitalization of public administration, the rise of AI, and massive data processing have fundamentally changed how public services are delivered. Consequently, the tools of the past are no longer sufficient to ensure accountability today.

“It will not be possible to adequately audit the Public Administration of the future using exclusively the instruments, skills, and organizational models of the past,” the organization stated. “It is necessary to anticipate transformations, develop technological capabilities, and strengthen cooperation mechanisms.”

A Strategic Focus on Youth and Cooperation

In a strategic move to ensure the longevity of these reforms, the seminar is being held alongside the III Meeting of Young Auditors. Seventeen young professionals from Angola, Cape Verde, Guinea-Bissau, Mozambique, Portugal, São Tomé and Príncipe, and Timor-Leste are attending the summit.

“It is not possible to seriously discuss the future of Superior Audit Institutions without including those who, in a few years, will have the responsibility to lead and modernize them,” the statement explained.

Leadership and Values in the Digital Age

Sebastião Domingos Gunza, president of both the OISC-CPLP and the Court of Auditors of Angola, emphasized that the Angolan presidency aims to move beyond institutional bureaucracy to create a lasting “flow of knowledge” between member nations.

While the summit pushes for technological adoption, officials stressed that innovation must remain grounded in the core values of public oversight: legality, integrity, and the defense of the public interest. The goal is to ensure that as audit institutions become more modern, they remain effective guardians of state resources and transparency.

The event marks a significant milestone in Angola’s current presidency of the organization, reinforcing the Portuguese language as a bridge for technical cooperation across four continents.
