Cape Verde Extends Electricity Subsidies to Shield Consumers
Cape Verde’s Multisectoral Economic Regulatory Agency (ARME) has announced an extension of emergency measures designed to shield citizens from surging electricity costs. The decision, published in the Official Gazette on Tuesday, ensures that thousands of households will continue to receive substantial discounts on their utility bills through the end of the year.
Protecting the Most Vulnerable
Under the new resolution, beneficiaries of the national social electricity tariff will see the most significant relief. ARME has mandated a 100% discount on any potential tariff increases for this group, effectively freezing their current rates until December 31, 2026. This move aims to protect low-income families from the volatility of global energy markets.
Widespread Relief for All Consumers
General consumers are also set to benefit from the regulator’s intervention. For the month of August, all other customer categories served by the Cape Verde Electricity Distribution Company (EDEC) and Boa Vista Water and Energy (AEB) will receive a 70% discount on scheduled tariff hikes.
These interventions follow a June 30 update where ARME initially recalculated regulated electricity tariffs for a six-month period. The new resolution forces utility companies to absorb the brunt of price fluctuations by applying these government-defined discounts immediately.
Government Subsidies Stabilize the Grid
The push for tariff stability comes with a significant price tag for the state. In July alone, the Cape Verdean government estimated a financial support package of 130 million escudos (approximately €1.18 million) to compensate EDEC and AEB for the revenue gaps created by the price caps.
These exceptional measures were originally introduced in March in response to global energy instability linked to geopolitical tensions in the Middle East. While similar price controls on fuel were phased out in June, the government has prioritized maintaining the subsidies for electricity to prevent a spike in the cost of living.
ARME has instructed both EDEC and AEB to take all necessary administrative steps to ensure the discounts are fully reflected in consumer billing through the remainder of the year.
