Cape Verde Health Minister Pledges Major Healthcare Overhaul

PRAIA, Cape Verde – Cape Verde’s newly appointed Minister of Health, Lúcio Miranda Fernandes, has pledged to overhaul the nation’s healthcare system through a series of ambitious structural reforms, modernization projects, and a focus on digital innovation.

In his inaugural address to health professionals and the public, Fernandes outlined a vision for a “universal, equitable, humanized, and high-quality” health system capable of serving citizens across every island in the archipelago.

A Tech-Forward Vision for Healthcare

Central to the minister’s agenda is the modernization of existing infrastructure and the rapid digitalization of medical services. Fernandes emphasized the expansion of telemedicine as a vital tool to bridge geographical gaps between the islands, ensuring that remote populations have access to specialized care.

The minister’s roadmap for the current legislative term includes:

  • Strengthening primary care and hospital response capabilities.
  • Guaranteeing consistent access to essential medicines.
  • Investing in health promotion and disease prevention.
  • Improving national preparedness for future health emergencies.

Valuing the Workforce and Global Partnerships

Fernandes identified the professional development of healthcare workers as a “permanent priority,” vowing to improve working conditions and training Opportunities. He also expressed a commitment to maintaining an open dialogue with unions, professional associations, and universities.

To fund these advancements, the minister plans to seek “sustainable financing solutions” by strengthening international cooperation and mobilizing the Cape Verdean diaspora. He also aims to stimulate scientific research within the country to drive local medical innovation.

A Background in Medicine and Public Service

At 44, Fernandes brings a blend of clinical expertise and political experience to the role. Born in the municipality of Mosteiros on Fogo Island, he trained in medicine in Cuba, later specializing in General and Family Medicine as well as Cardiology.

His clinical career includes a tenure as a cardiologist at the Dr. Agostinho Neto University Hospital (2014–2016) followed by nearly a decade in private practice in Praia. Parallel to his medical work, Fernandes has been a prominent local political figure, serving as the President of the Municipal Assembly of Mosteiros since 2016.

As he steps into his new role, Fernandes faces the challenge of translating these broad promises into tangible improvements for a nation spread across ten volcanic islands, where logistics and resource distribution remain perennial hurdles.
