Cape Verde Swears In New Leaner Government Under Carvalho
PRAIA, Cape Verde — President José Maria Neves officially inaugurated Cape Verde’s new government on Wednesday, ushering in a leaner administration led by Prime Minister Francisco Carvalho. The new executive, formed by the African Party for the Independence of Cape Verde (PAICV), marks a shift in the country’s political landscape with a streamlined team of 15 ministers and three secretaries of state.
The new cabinet consists of 18 members, four fewer than the outgoing administration of the Movement for Democracy (MpD). In a move signaling tight fiscal control, Prime Minister Carvalho will personally manage the Finance portfolio.
A Blend of Technocrats and Diplomats
The new government draws heavily from academia and the diplomatic corps. António Baptista, an economist and professor at the University of Cape Verde, takes the helm of the Ministry of Economy, Trade, Industry, and Digital Transition. A former Director-General of Energy, Baptista brings extensive experience in financial literacy and consultancy to the role.
The critical diplomatic and security files—Foreign Affairs, Communities, and Defense—have been consolidated under a single ministry led by Manuel Amante da Rosa. A seasoned diplomat, Amante da Rosa previously served as the Cape Verdean ambassador in Rome and held a senior post at the Macau Forum.
Other key appointments include:
- Clóvis Silva: A former judge and PAICV parliamentary leader, he will serve as Minister of Justice and Parliamentary Affairs.
- Carlos Sena: A jurist and consultant, he takes over the Internal Administration portfolio.
- Lúcio Fernandes: A respected cardiologist from Fogo Island, he has been named Minister of Health.
- Arnaldo Brito: An academic and historian, he will oversee Education, Vocational Training, and Science.
Addressing Connectivity and Culture
For an archipelago nation, the Transport and Maritime Affairs portfolio is of vital importance. The Prime Minister has entrusted this role to João do Carmo, a mechanical engineer and deputy representing the maritime hub of São Vicente.
In a nod to the nation’s vibrant artistic heritage, António Duarte will lead the Ministry of Culture, Creative Industries, Youth, and Sports. Architect and president of the famous Monte Sossego carnival group, Duarte is expected to bring a grassroots perspective to the iconic “Culture” office.
Social and Environmental Focus
The government also prioritizes social development and environmental resilience. Adelsia Almeida, a university professor and UN consultant, will head the Ministry of Family and Social Development, while Eveline Ramos takes charge of Agriculture, Rural Development, and Fisheries. Carlos Alberto Ramos Varela will lead the Ministry of Environment, Climate Action, and Energy as the nation faces increasing climate challenges.
The leadership team is rounded out by three secretaries of state: Maria José Lopes (Finance), Artur Veiga (Health), and Pimenta Lima (Tourism). This transition marks a new chapter for Cape Verde as the PAICV returns to executive power with a focus on consolidation and specialized leadership.
