Emanuel Barbosa Elected MpD Parliamentary Leader in Cape Verde

In a decisive move for Cape Verde’s legislative opposition, Deputy Emanuel Barbosa was elected today as the new parliamentary leader of the Movement for Democracy (MpD). The election, confirmed by party sources, follows a proposal from the MpD’s newly minted party president.

A New Leadership Team Takes the Reins

The party’s parliamentary group voted to confirm Barbosa with 20 votes in favor, eight abstentions, and two votes against. He succeeds Luís Carlos Silva, who had served as the leader of the caucus since the current legislature began in June.

Supporting Barbosa is a refreshed leadership bench. The new team of deputy caucus leaders includes Celso Ribeiro, Liver Gomes, Ivone Cardoso, and Sandra Galina.

Aligning with the Party’s New Direction

Barbosa’s appointment serves as a key piece in the MpD’s broader restructuring. The party recently underwent a major transition during its convention in Praia from October 9 to 11. During that gathering, delegates confirmed 51-year-old Paulo Veiga—a veteran deputy and former government official—as the party’s president.

Beyond electing new governing bodies, the October convention also saw the approval of significant revisions to the party’s statutes, signaling a shift in strategy as the MpD adjusts to its role in the opposition.

The Balance of Power in Parliament

The MpD entered the opposition benches earlier this year after a decade in power. The political landscape shifted on May 17, when the African Party for the Independence of Cape Verde (PAICV) secured an absolute majority in the legislative elections.

In the current National Assembly, the PAICV holds 37 seats, while the MpD maintains 33. The Independent and Democratic Cape Verdean Union (UCID) rounds out the house with two seats. As the primary opposition leader in parliament, Barbosa will be tasked with coordinating the party’s legislative agenda and challenging the majority government.
