Cape Verde Launches 50% Subsidy on Livestock Feed

In a decisive move to protect the nation’s livestock and support rural livelihoods, the Cape Verdean government has announced a 50% subsidy on animal feed following a disappointing agricultural season. The resolution, which officially took effect today, aims to prevent the decimation of cattle, goat, and sheep herds across the archipelago.

Safeguarding the Agricultural Sector

The subsidy is a cornerstone of the newly launched “Program to Mitigate the Effects of the 2026/2027 Poor Agricultural Year.” According to the official resolution, the intervention is designed to “contribute to the maintenance of livestock numbers and safeguard the activity of breeders” who are struggling under the weight of poor harvests and scarce resources.

To qualify for the assistance, breeders must meet specific criteria verified by the Ministry of Agriculture, Rural Development, and Fisheries. The measure is scheduled to remain in place through the end of the year, providing a critical safety net during the current period of scarcity.

Scope of Support

The 50% discount applies to essential feed supplies, including:

  • Corn
  • Maintenance feed
  • Hay
  • Beet pulp

Government agencies have the authority to approve additional nutritional items based on specific animal needs. The allocation of these resources will be determined by the species, the size of the herd, and the localized conditions of the forage resources in affected areas.

Budgetary Constraints

While the government has committed to the 50% price reduction, the resolution does not establish a fixed global budget for the program. Instead, its execution will be “conditioned on the existence of budgetary and financial availability,” suggesting that the scale of the rollout may depend on the government’s liquidity over the coming months.

The announcement follows warnings from the Minister of Agriculture, Eveline Ramos, who indicated last month that emergency support programs would likely be necessary to assist rural families hit hard by the lack of rainfall. This subsidy marks the first major step in addressing the regional drought’s impact on the country’s food security.
