Mozambique to Resume Police Training for Cape Verde

Mozambique is set to resume its role as a regional training hub for law enforcement, with the government expressing a firm commitment to reopen its police academy doors to recruits from Cape Verde.

During a high-level meeting in Maputo on Tuesday, Mozambique’s Minister of the Interior, Paulo Chachine, welcomed a formal request from the Cape Verdean Ambassador, Júlio de Morais, to restart professional training programs at the Academy of Police Sciences (Acipol). The move signals a revitalized partnership between the two Portuguese-speaking nations as they seek to bolster public security through academic and tactical cooperation.

Building on Past Success

The collaboration is rooted in a 2015 Public Security and Internal Security Cooperation Agreement. Under that framework, Mozambique previously hosted five Cape Verdean officers at Acipol. Those personnel were granted full scholarships and successfully completed their bachelor’s degrees in Police Sciences in February 2019.

According to a statement released by the Ministry of the Interior, Cape Verde is expected to submit a formal proposal in the coming days. The new request will likely seek not only to resume the training cycle but also to increase the number of scholarships available for Cape Verdean citizens at the prestigious institution.

Expanding Into Social Support

The dialogue between Minister Chachine and Ambassador Morais extended beyond tactical training. Mozambique expressed a strong interest in establishing a reciprocal partnership focused on internal social services for law enforcement personnel.

Mozambican officials hope to coordinate with the Social Services of the Police of the Republic of Mozambique and their Cape Verdean counterparts to share best practices and resources. This intended cooperation aims to improve the welfare and support systems available to officers and their families in both nations.

A Strategic Partnership

The resumption of training underscores Mozambique’s positioning as a center for police education in the Lusophone world. By formalizing these ties, both countries aim to create a more integrated approach to internal security, professionalizing their forces through shared academic standards and cross-border institutional expertise.
